Glossary of terms

applicant

a person that, on completion of the purchase of the property or construction of a new home, will be an owner.

application date

The date the application was created in FHOG. The date defaults to the current date on the Add Application page, but can be amended by the user.

certificate of title

A reference number given by various state Departments of Land. It can be found on the transfer form and identifies the piece of land that the house is on or will be on.

contact applicant

The applicant whose address details appear on the FHOG application form. All correspondence relating to the application is sent to this applicant on behalf of all other applicants.

contract price

THE purchase price/amount paid for an established home or the price paid to build the home.

contract to build

Where an owner enters into a contract with a builder, who completes the contract at the point where the home is ready for occupation.

established home

A home that is already built and ready for occupancy.

evidence

The following evidence must be submitted with this application before the Grant will be paid:

exact match

An exact match is found between the new application and an existing application if the following personal details of any person on the application match personal details from an existing application.

The details that are compared are:

If an exact match is found to a Paid application, or an Approved application that is awaiting payment, the new application is rejected.

If an exact match is found to an application that are not yet paid or approved for payment, both applications are suspended. In this case a decision must be made as to which application (if any) will progress, and that application must be manually reactivated.

expected date of occupancy

The intended date of moving into the purchased house.

FI

Financial institution. For FHOG, any financial institution that is permitted to process FHOG applications.

financial institution

Any financial institution that is permitted to process FHOG applications.

financial organisation

Any financial institution or revenue office that is defined to FHOG.

matching

Two applications are said to be matching if they have at least one applicant that matches. There are two levels of matching for applicants: exact matching and similar matching. See these definitions in the glossary for more details.

natural person

A person, not a company or corporation.

non-working day

A weekday upon which work is not performed within a jurisdiction.

notifiable event

When one of the eligibility criteria is not met the applicant(s) must notify the commissioner, for example when the residency requirement is not met.

owner builder

An owner of land who builds a home, or has a home built, on the land without entering into a comprehensive home building contract.

relevant interest

Any interest in a home, including an estate in fee simple, a life estate, a leasehold interest from the Crown etc. Further information on Relevant Interest can be obtained from State Revenue offices.

The narrow column at the left of all FHOG web pages, containing the State Revenue Office logo and commands relating to the web page.

similar match

A similar match is found between the new application and an existing application if the following personal details of any person on the application match personal details from an existing application that is not yet paid or approved for payment.

The details that are compared are:

Note: A similar match on the family name includes matches with similar sounding names, as determined by a “sounds like” or “like” algorithm. The latter check ensures that, for example, “Deb” and “Debra” will match.

If a similar match is found, the two applications appear on a Similar Matches online report until they are either manually linked (which equates to an exact match) or manually unmatched. While on the Similar Matches online report the progress of the applications is not suspended.

spouse

The person to whom the applicant is married or cohabiting with, on a genuine domestic basis in a relationship of de facto marriage.

SRO

Any one of the State Revenue Offices (or Departments) involved in processing FHOG applications.

UIN

The unique identification number of the application. The UIN is allocated to an application by the FHOG system when the application is created. The UIN cannot be entered or altered by a FHOG user.
